Biography

Head of the Department of Prisons, Probation and Reprieves, Ministry of Justice of Mecklenburg Western Pomerania Schwerin, Germany till October 2019.

Jörg Jesse, studied Psychology at the Christian Albrechts University of Kiel.

He has been working in prisons in the following areas since 1983: Open and Closed Juvenile Prisons, Closed Adult Prisons, Prison Directorate and Ministry of Justice. He worked in managerial positions from 1993 to 2003 as Deputy Head of the Juvenile Prison Hameln, Governor of Celle Salinenmoor Prison and Hannover Prison. 

Mr.Jesse has specific Country experience since 1989 (Presentations, Workshops, Twinning and Twinning light Projects) in Poland, Russia, Belarus, Moldova, Croatia, Bulgaria, Romania, Switzerland and USA.

 He was Project Promoter and Coordinator of the EU Project “Justice Cooperation Network JCN” Reintegration of high risk offenders 2012-2014 with project partners from Ireland, Finland, Estonia and Italy and a Final Conference with 400 participants from 34 Countries

Since 2003, he has been Head of the Department of Prisons, Social Services and Reprieves, Ministry of Justice ( Director General) Mecklenburg-Vorpommern, Schwerin.

Head of the German Director General of Prison Administration Conferences 2015.

He was Member and Vice Chair of the standard setting Council of Europe Working Group Council for Penological Cooperation PC-CP from 2011 till 2018.

Mr. Jesse was a board member of EuroPris, the European Organization of Prison and Correctional Services until October 2019.

He is a member of the US “Safe Alternatives to Administrative Segregation” Advisory Council.
