Biography

Head of the Center for Legal Problems of Integration and International Cooperation of the Institute of Legislation and Comparative Law under the Government of the Russian Federation, honored lawyer of the Russian Federation, Doctor of Judicial Science, Professor.

Graduated from the Moscow State Institute of International relations majoring in "International Relations" in 1971, and postgraduate studies in the Institute of Comparative Political Studies (formerly the Institute for international labor movement, USSR Academy of Sciences) the Russian Academy of Sciences in 1977.

He passed traineeship at the Universities of Bologna and Florence (1985), the House of Human Sciences in Paris (1988).

He worked at the Institute of State and Law Russian Academy of Science as a researcher (1979-1992) and head of the center for comparative law (1992-1999).

Chief editor of the magazine "State and law" (1996 to 1999).

Judge of the European court of human rights, elected from the Russian Federation (1999-2012).

Adviser to the Constitutional Court Of The Russian Federation. State Councilor of Justice of the I class (since March 2013). Expert: Constitutional Court of the Russian Federation (1992-1993, 1998), the Central Election Commission (1998-1999), the State Duma of the Russian Federation (1990-1999).

He taught at the Moscow state University  at the Department of sociology (1988-1991); MGIMO University (1978-1980, 2006-2012); the Russian Academy of management under the President of the Russian Federation (1992-1995); in the Academic law University under the Institute of State and Law of the Russian Academy of Sciences (1995-1999); Higher School of Economics (1998); the Russian Academy of Justice (2006-2012).

He gave lectures both abroad (in universities of France, Italy, USA, Belgium, Greece, Switzerland, Sweden, great Britain, Greenland) and in different cities of Russia (Moscow, St. Petersburg, Vladimir, Yekaterinburg, Irkutsk, Kazan, Nizhny Novgorod, Omsk, Perm, Saransk, Saratov, Tula, Ulyanovsk, Yakutsk).

He is the head of the Center of Legal Problems of Integration and International Cooperation of the Institute of Legislation and Comparative Law under the Government of the Russian Federation.

In 2016, by presidential decree, he was appointed Deputy member of the European Commission for democracy through law (Venice Commission).

Author of 10 monographs and about 150 scientific publications on the theory of law, anthropology of law, human rights and comparative constitutional law.
