The construction industry is one of the sources of economic development of the Russian Federation. According to the forecast of the socio-economic development of the Russian Federation, for 2018 and for the planned period of 2019 and 2020, the largest contribution to GDP growth during this period will be made by manufacturing, construction, wholesale and retail trade. For further development of the industry, it is necessary to have equal economic and legal conditions for doing business compared to other sectors of the economy.
Considering the importance of the construction sector for the economy, during recent years the legislation of the Russian Federation regulating construction in general and housing development in particular has been significantly changed.
The most significant changes in housing construction have recently occurred in connection with the adoption of the Federal Law No. 478-FZ dated 25.12.2018 aimed at the transition to project financing in housing construction.
Legislative innovations clarified the requirements for developers, while the standards governing the financial aspects of the implementation of projects involving citizens' funds were significantly revised.
All of the forementioned changes will make it possible to strengthen control over the targeted use of participants’ in shared construction funds by developers and, respectively, increase guarantees for protecting the rights of participants in shared construction.
Within the framework of the DOM.RF discussion session it is planned to simulate a specific business case in the field of housing development according to the new rules, which will be fully operational from July 1, 2019.
