Patentability of intellectual property is currently determined by Rospatent based on the results of information retrieval carried out by the affiliated Federal Institute of Industrial Property. Already today, however, Rospatent is facing the task of establishing a competitive service market for information retrieval and preliminary patentability evaluation together with selection of entities that will carry out such works and whose personnel possesses advanced expertise in the respective field of science and technology. To this end, above all there needs to be a discussion about the risks and legal consequences of the adopted decision to broaden the scope of organizations that have a right to retrieve information. This may become a topic of the discussion session.
