Last year was quite controversial for the heat supply industry. On the one hand, the legal framework for new thermal energy market model, spoken of for years, was finally adopted. On the other hand, industry stakeholders are still waiting for bylaws and regulations, which will contain fundamental aspects of the new model. In particular, specific details of the bylaws will significantly affect the future of energy market in Russia.

On January 1, 2018, a new heat supply law came into force.  The key points of the new market model for the thermal energy are as follows: (1) the new principle of tariff setting is now based on an “alternative boiler station” method, (2) the unified heating supply company has more responsibilities and authorities, (3) transition to free price system with consumers receiving thermal energy from collectors.

Another key development was the adoption of the federal law on the transition to direct settlements with household consumers of thermal energy.

The round-table meeting is dedicated to the abovementioned debating and topical issues in the industry.
