Plenary Session X Youth Legal Forum “The Art of Law”

Saint Petersburg State University in association with Interregional Department of “Association of Lawyers of Russia” in St. Petersburg and the Leningrad Region holds the X Youth Legal Forum on 14-15 of May 2019. YLF is a satellite event of the Saint Petersburg Legal Forum as well as it is the largest platform for communication and consolidation for young lawyers in Russia and Post-Soviet states.

Traditionally leading scientists, practicing lawyers and government officials as The Minister of Justice of the Russian Federation A. V. Konovalov, the Chairman of Investigation Committee of the Russian Federation A. I. Bastrykin, cochairmen of “Association of Lawyers of Russia” take part in Forum.

The main topic of the YLF 2019 is “The Art of Law”.

Participation in Forum is open to students, PhD students, who have succeeded in educational and scientific activities, as well as young professionals starting their career path.

The conference "Creative work of the director, as a special object of legal protection," which will be attended by the artistic Director of The Alexandrinsky theater, national artist of Russia Valery Fokin and the head of the Federal Service for Intellectual Property Grigory Petrovich Ivliev, will take place at The New Stage of The Alexandrinsky theater.

The participation of well-known theater directors is also planned.

The event is being held as part of the International Theater Olympics 2019.

The conference will raise a number of problems and issues related to the work of theater directors.

Special attention will be paid to the following issues:

  1. Domestic and foreign law enforcement practice for the protection of directors rights.

The interactive discussion will adopt a “speed-conferencing” format, whereby three parallel round tables with one moderator / speaker and active involvement of the audience will be held.  Each session will last 20-25 minutes, and the audience will then be rotated to the next table. In concluding the discussion each moderator will sum it up and highlight the most interesting ideas.

The following topics will be discussed:

  • Interaction between foreign arbitration / litigation and domestic criminal proceedings: problems and solutions
  • Russian disputes as seen by foreigners (perception of Russian parties and their arguments before foreign courts and arbitral tribunals)
  • Strategic considerations in Russian dispute resolution: what do Russian parties prefer?

Over the course of previous several years different types of cooperation between a State and private companies have become popular. Concession and other investment agreements are used in order to implement long-term investment projects. In this regard, one may notice regulation evolution, practice in public-private partnership in new sectors such as IT. However, some difficulties still emerge while preparing those projects and structuring contracts in this field. Some of them will be touched upon by investors’ representatives that finance the companies and also by legal counsels.

The Russian economy, in its current state, definitely needs new investment projects. With economic and macro-political instability, both foreign and Russian investors urgently require government support to implement investment projects.

The investment laws of the 1990s are outdated. The special investment contract (SPIC) regime also needs modernization.

In this context, the government is carrying out large-scale reform of the investment support tools and investment environment stabilization tools available across various industries. This reform focuses on establishing the most attractive regimes for long-term investments in the Russian economy by ensuring a stable tax and regulatory environment, offering tax and other benefits to investors and by introducing new incentives to engage and support Russian and foreign companies in implementing investment projects.

The agenda of business breakfast, which will bring together representatives from the largest companies, includes the following:

  • A comparison of the existing “geographical” investment regimes (special economic zones, priority social and economic development areas, etc.) and “contractual” investment regimes (SPICs, concession agreements, PPP agreements, etc.);
  • Consideration of new investment regimes proposed by the government;
  • A discussion of potential project financing avenues for investment projects (the VEB.RF Project Financing Factory);
  • Consideration of the applicability of various criteria in selecting the optimal investment regime based on possible project profiles, commercial and financial parameters.
