Description

The present-day restoration market calls for competent legal support and improvement of laws and regulations applicable to restoration activities. It will be the first time that SPBILF’s agenda will include the session on legal issues of governmental protection, preservation and use of cultural heritage. The key note of the session is the elaboration of the balance within monuments governmental protection system, limits and extent of government’s impact on monuments preservation procedures, combination of private and public interests.

The subjects put forward for discussion reflect “live” needs of the relevant market. The purpose of the event is to understand the stagnant problems and pressing issues within the existing legal environment. They include:

  • Pending issues of statutory regulation of works on cultural heritage.
  • Elaboration of requirements to works in the territory of cultural heritage sites.
  • Legal aspects of certified professionals’ participation in works on cultural heritage preservation.
  • Issues related to statutory regulation of governmental protection, preservation and use of residential premises and/or apartment houses making cultural heritage sites.
  • Improvement of state registration of cultural heritage sites.
  • Legal procedures for involvement of cultural heritage sites into commercial turnover.
  • Tax and other benefits for cultural heritage owners who invest into restoration thereof.
  • Issues of revelation, assessment and indemnification for damages to cultural heritage.
  • Other subjects.

International experts, representatives of the Ministry of Culture of the Russian Federation, Moscow Cultural Heritage Department, Committee for Governmental Management, Use and Protection of Historical and Cultural Monuments in St.-Petersburg, Central Scientific Restoration Workshops, Russian National Society for Preservation of Historical and Cultural Monuments, Russian Association of Restorers will take part in the Session.
