One of the most pressing issues arising in course of interstate cooperation of the participants of legal relations in the energy sector, especially in view of the ongoing integration processes within the Eurasian Economic Union, as well as within the framework of cooperation with the EU member states, is the harmonization of the legislations in the energy sector of Russia, European Union and the EEU.
During the discussion representatives of federal executive authorities, as well as practicing lawyers will express an opinion on the following questions:

Has been working at JSC “Inter RAO” since 2003. Alexander has been holding various positions for eleven years, including the position of the Head of the Legal Department, Head of the Tax Planning Directorate, Deputy Head of the Department of Taxation and Accounting.
Currently he is holding the position of the Member of the Management Board - Head of the Legal Work Unit of JSC “Inter RAO”, and is also a member of the governing bodies of the Group’s enterprises. Alexander is a Member of the Board of Directors of Irkutskenergo OJSC. Main area of business is organization of the regulatory support of the Group’s enterprises, transfer pricing and managing assets of the holding. Alexander is organizing and managing the legal work of Inter RAO Group consisting of more than 20 manufacturing subsidiaries and more than 50 affiliates in Russia and in the other countries. From 2007 to 2008, Alexander has been participating in the project group of RAO UES of Russia with regard to the tax support for the power sector reforms. Mr. Pakhomov is a member of all-Russian and professional associations. He is an arbitrator at the Russian Union of Industrialists and Entrepreneurs (RUIE) and Court of Arbitration affiliated with Non-profit Partnership Market Council. Since 2013, Alexander Pakhomov is a lecturer at the Power Engineering Law Academic Department of the Federal State-Funded Educational Institution of Higher Professional Education of Kutafin Moscow State Law University.
